Your Rights as an EPD Waiver Participant
As a participant in the EPD Waiver program, you have important rights that are protected by federal and District of Columbia law.
Right to choose your service providers. You have the right to select the agencies and individuals who provide your care services, and to change providers if you are unsatisfied.
Right to participate in your care planning. You must be actively involved in developing and reviewing your Individual Service Plan (ISP), and your preferences and goals must be considered.
Right to be treated with dignity and respect. All service providers, case managers, and program staff must treat you with courtesy, dignity, and respect at all times.
Right to privacy and confidentiality. Your personal and medical information is protected under HIPAA and DC law. Information may only be shared with your consent or as required by law.
Right to file a complaint or grievance. If you are dissatisfied with your services, you have the right to file a formal complaint without fear of retaliation or loss of services.
Right to appeal decisions about your services. If your services are reduced, denied, or terminated, you have the right to appeal the decision through the fair hearing process.
Tips for Family Caregivers
Build a Care Team
Don't try to do everything alone. Work with case managers, nurses, and community resources to share the caregiving responsibilities. A strong care team ensures your loved one receives well-rounded support while preventing you from becoming overwhelmed.
Take Care of Yourself
Caregiver burnout is real. Use respite services, join support groups, and prioritize your own physical and mental health. You can't pour from an empty cup β taking time for yourself makes you a better, more effective caregiver.
